Abstract In this paper we analyze some specific conditions for local development. Our interest is oriented towards a multidimensional aspect of peripheral and rural areas. The rural areas considered as a productive system reflects a strong relationship between the agriculture and the other economic activities, In addition eco-systems must be protected and enhanced to develop innovation models that propose new roles and responsibilities for a new development vision. The basis of this contribution are a) the European Commission's regional innovation strategies for smart specialization (RIS3), b) the regional policies to combat the risk of decline and c) the governance model of Transition Management. Today the challenge consists in the validation of RIS3 even in the conditions of uncertainty exacerbated, for example, by the recent experience of COVID 19 as a global pandemic, trigger of the planetary economic and social decline.
